Within the scope of the change of institution/course and reentry regimes, HEIs have the competence to prepare and develop the actions related to admission to their courses/cycles of study, under the terms established by the legislation, establishing, in particular, the qualifying conditions to be met for each of their institution/course, the criteria for selection and tie-breaking.
Eligible applicants for the change of institution/course:

- Students who have been registered and enrolled in a higher education course at a national higher education establishment and have not completed it;

- Students who have been enrolled and registered at a foreign higher education establishment in a course defined as higher education by the legislation of the country in question, and have not completed it.
Students who have been enrolled and registered for the same or a previous course may apply for reentry.
