All students who do not have Portuguese nationality are eligible for International Student Status, with the exception of:

- nationals of a member state of the European Union (they can apply to the National Competition for Access to Higher Education as students with foreign qualifications);

- family members of Portuguese nationals or nationals of a member state of the European Union, regardless of their nationality;

- of those who are not citizens of a Member State of the European Union but who have been legally resident in Portugal for more than two years, uninterruptedly , on January 1st of the year in which they intend to enter higher education, as well as their children who reside with them, the length of residence for study not being relevant for this purpose (these students will be eligible for the National Access Competition for students with foreign qualifications);

- those applying to enter higher education through the special regime.
